I would agree with you if old gear was still obtainable [i]after[/i] a new DLC comes out, which isn't the case.
There will always be a finite amount of space that organically forces players to get rid of older gear at some point, and the situation you're bringing up could only happen if players hoarded ONE type of weapon for 2-3 years.
It's not going to be an issue, man. :P

Players will naturally horde the best, whatever that is. I'm not saying this is going to happen. It will only happen if they allowed carryover. Which they shouldn't allow.
