BH doesn't break multiplayer. You only benefit from the perk if you get 3 rapid precision shots within a set amount of time and you only get that in crucible if you're either super lucky or really skilled and chances are if you are skilled with snipers you are rocking a NLB and any other sniper besides BH in crucible. BH only "breaks" ( i use that term lightly) PvE content and its very few fights that it is really effective in. Was the nerf need not really, is it understandable yes because the current white nail perk does belong on an exotic but simply pushing BH up to exotic would essentially be giving a decent amount of people a free exotic weapon and Bungie isn't about to do that however they might keep the current white nail effect coding and put it on a different new exotic weapon.
