That might be quite possible. When the Moments of Triumph became available the quantity of the chests I found was being reported inaccurately, showing only 15/20. Around this same time other gamers also reported trouble with the count. Then about a month later the count was improved to 18/20 after I found only one or two more chests. Either something triggered the improvement, or Bungie fixed an error with the count.
