At 4:30, DeeJ says that the level you are going in to TTK, you start at, also elaborates that if you are 32, you will be 32 in the TTK at the start.

I did and after reading up on it and watching the interviews I can confirm that what I'm saying is true. You are misinterpreting what he is saying and thinking of how light and levels work now whereas its going to be completely revamped in TTK.
