The new kinderguardians will be able to use a consumable to reach level 20 ( skipping all of year one) and jump right into the TTK story line ( that starts at level 21) I'm betting that we will all be level 20 and the TTK story line starts at level 21. All new kinderguardians will have a consumable to get them to level 20. If u r a level 34 now u will be a level 20 with 1782 defense and 365 weapons which is how they will use the light level, a combination of defense and attack. You will need to grind from 20 to 40 and the new raid doesn't come out until the fall They will also be lowering the levels all of year one PVE events mission strikes raids whatever else. That to most means they will be able to skip all year in content and be level 20 on day one of the TTK. Which it most mean the TTK story line will start at level 21;-).
