My point is that the prison and virtually the entire HoW was a stall tactic DLC until they could get the taken King ready to go.
End game rewards should be on point but the only end game gun I've received that gets used a lot from the HoW is my messenger. There is no gun in the PvE side of HoW that get serious use, and this speaks to how weak of an expansion it was. It was never meant to produce great weapons because they knew you would be forced to scrap them in September.

You're just missing my point. I'm saying "Remember how no one liked the rewards in PoE 35 because they sucked compared to the vanilla raid weapons that could just be upgraded? That sucked!" And also: "They don't want to repeat that, so they are making the old legendaries non-upgradeable so the new weapons will be desired"

That's one take.... I am more inclined to believe that the initial raid weapons were made to OP. That's why we got several nerfs and perks are no longer avail on certain weapons. They are finding the right balance for the guns, but had we been able to keep the elite yr one legendaries that balance would be lost. The prison was a total joke & honestly this court of oryx is sounding like a prison style game with more options avail to the player. I know they said it isn't like the PoE at all but you can help but draw similarities.
