The highest attainable rank in Halo 2 is level 50, 16 ranks above that of the guardians(currently). Master Chiefs newest game has a max rank of 130. 96 ranks above the highest current level in Destiny. See where I'm going with this?
Now, if you want to talk lore... Well I don't see how any guardians is going to hit chief with anything and do significant damage.

What was that about a solar grenade? He's too damn fast to be hit by one, even if he was it wouldn't even damage his shielding, and he doesn't need a weapon. He is a weapon. He could punch a hole through an Exo, throw a Titan hard enough to shatter every bone in his body, take a nova bomb and eat it... He is the embodiment of living weapon.
