Yeah but he was misinterpreting the interview and putting words in DeeJ's mouth. You will not be "keeping your light level." You don't have light level. Light level is tied to gear. They couldn't possibly make you stuck at whatever level gear you happened to be wearing when TTK goes live.

You aren't "reverted" to anything. Watch the video. Light is being separated from player level. The highest player level you can be right now is 20. Your light now determines how powerful you are separately from player level. DeeJ said activities will now have a suggested light requirement (so PoE would be 168 which is currently "34").
