I'm not sure if there is going to be a specific light level since we will be levelled off xp but we will definitely be level 34 (or whatever level you are) when TTK drops. So I wouldn't worry about losing levels. Bungie have also said that light will still be important as it determines your power. But you know how Bungie are about releasing too much information.
