Light levels 34's in Taken King will be level 34 you don't listen, Light level 21s-33s will be that level in the Taken King.
If you start a new character once Taken King is released there will be a consumable that will boost you to lvl 20 if you character is below so that you won't be behind and can play the new content

What Deej said neither confirmed or denied starting at level 34. He said that you would start at the level you achieved. So would that be level 20xp or level 34 light switched to 34xp? This is a hang up for me because that consumable Deej explained was to get people quicker to 20 no where past that.

It's implied. He pretty much said whatever lvl u are before TTK drops is the lvl u will be when light is removed and placed into weapons

I'm sorry you didn't get the gist of what I said, I realize how badly worded that is. Guardians with the light level of 34 now, will be level 34 when The Taken King comes out. Guardians with a light level of 21 to 33 will be a 21 to 33 when The Taken King comes out.
