Anyone who takes KAP-8 is breaking the law, and anyone who has been found by the Police to have Psionic abilities is breaking the law ((even the ones born Psions)). No Cyberpunk is legal. They only allow Psionics and Cybernetics in the abilities of the Synths, because, you know, they work for the government. So basically, the Overwatch just think that anyone who isn't in the military cannot have Cyberpunk abilities, because they think anyone else is "untrained to do any good."
