Light will still matter. Levels will have a recommended Light Level, which tells how powerful your guns and armor are.

I would imagine light will be like wards in other games, Warhammer online you needed certain level wards to do certain Pve events. If your wards weren't up to the task it meant you got one shot by bosses etc and did less damage to them as well.
