Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

Because the white nail perk is an exotic weapon perk imo n I thingk it is on an exotic coming in the TTK [spoiler]please correct me if I'm wrong[/spoiler]
