A legendary was outperforming an exotic in its own niche. Either the two weapons swap classification or the legendary gets nerfed

If that was the reason why nerf IB at the same time?

Because to quote Bungie, "We don't want players standing still and shooting into a cave all day." That's essentially what we were doing with IB but replace hole with boss's forehead
