White Nail is an Exotic-tier perk, and it outclasses Ice Breaker. That is why.
And you're still going to have the ability to fire 18-24 shots indefinitely. Which is still a good lot of DPS.

Yes but any sniper in its class of impact with surplus or double down and say a reload perk of some sort is going to be much better. They shouldn't nerf a sniper because their boss design is lazy. Every boss in the game is a bullet sponge that largely doesnt move. And you know maybe if every boss in the game didnt have a massive OHK aoe melee ability id use something else.

No sniper will be better for bosses. Black hammer will still be the best for that.
