Because maybe you can cheese something in TTK and they don't want it to happen even if it is a year one weapon.

This, I can see this as the only reason. Even at 331 or 355, there must be some game play or boss that you can sit back and destroy w BH even if its way under powered simply because you can chain all day long w it.
