If we encountered a less-developed alien species, would we wage war on them, try to communicate/ make piece with them, or observe them to learn more about their behaviors? How do we know we are not that alien species being observed?

How did I misunderstand your question? What if the aliens are the equivilent of a primate to us right now, but they eventually develop and become more complex as we did?
