RNG is broken as hell that'd why XUR exists. It's like they figured it was easier to input him than fix the rewards system. Perhaps Xur will be gone now that Taken King supposedly has a better drop system in place. But seriously when guys have 1000 hours and no Gally and some guy with less hours has had it drop 5 times, that's broken
