This...doesn't seem like a good idea. Matchmaking would be easier to organize the team, yes, but once you're in there? It'd be a bad time. No teamwork, no communication. Many people don't use mics, because they're scared of socializing or whatever, and some don't even have them.
You ever run a weekly heroic with players that have no clue what they are doing? It happens often, and will only happen more, as new players see easier access to content that is beyond their skill level. It would discourage players from jumping back into the game and, eventually, gathering up the courage to jump on the forums and find a group themselves.
I wish that we could be all fine and dandy with matchmaking for everything. I really do. In a world where everyone was an active or skilled Destiny player, it would work! But, as is, it would not work nowhere near as effectively as you think. Many groups wouldn't even be able to open the Vault, let alone enter it.
Here's another idea. Bungie should encourage people to go on the forums and join/follow a few groups. When selecting a harder difficulty task without a fireteam, a notification should pop up on the screen somewhere, encouraging people to join the forums. People that are serrious about the game or about accessing harder content will jump on. Would be a neat addition, especially as the only encouragement in game to visit the website is for grimore...and not everyone is into that...

If that's the problem then you leave and just reque. It's waaaaaaaay faster than finding people. I don't usually talk because I have barking dogs and a crying little brother, but I know what I'm doing and not talking doesn't affect my capability to play well.
