Bungie said not to dismantle any weapons yet. So I think they will offer a way to ascend weapons again. But it will probably be limited.
Having said that. I refuse to dismantle my Red Hand IX and Fatebringer. Those are my two favorite guns. One for PvP, and one for PvE.

Not for regular legendaries. That they've confirmed.. :( Now iron banana gear and raid gear? The juries sill out and I still have my fingers crossed because those are weapons /armor I had to put in the effort to get and not just find cruising in patrol or after a terrible round in the crucible...

Well I can still use my Red Hand IX in regular crucible at least.
