Hey anon little lore things think I found. It states that FWC took the place of an older faction that died out that was unknown. And in one of the many new videos from game informer about crucible maps it said banner fall was home to new monarchy and another faction that died whose logo is still on the walls. Coincidence? I think not.

Those were likely the Concordat banners. They were the only other known faction that was allowed in the tower.

I forget the card but the consensus decided to disband Concordat, then they decided FWC would be recognized. They thought about Ulan-Tan's faction, Symmetry, but decided against it.
