How do our current crucible and vanguard marks convert to legendary marks. If I have 200 of each on my character does that mean I'll have 400 legendary marks on September 15th?

Will we ever be able to change our characters race/sex for a small fee? Some of us aren't happy with the way our characters look but don't want to delete and start from scratch with faction ranks.
