I saw that you were adding 3 new crucible modes, is custom matches one of those new modes, and if not will we ever be getting custom matches?

No. The three Crucible modes are Rift (like ctf), Mayhem Clash (like clash but with crazy super recharge), and Zone Control (like control but kills don't matter)
