To have maximum light, are you forced to wear certain armour pieces (i.e. Raid Gear)?

It's not quite like that. You can be the max level of 40 with any gear, but you won't be able to take on things like the raid with weak gear. Just like your typical boss fight.

I sure hope not, otherwise we're running right back into the problem with vanilla Destiny, where everyone looked the same because that was the only way to be the most powerful.
