Can we be guaranteed good PvP snipers from vendors/other sources? No offense, but 3/4 of the House of Wolves snipers were crap. The Dark Below did it right with Longbow/LDR

The Vanguard/Crucible Sniper seen in the TTKing hype trailer crit for the same as the ones you mentioned. That said, Her Benevolence and the Veils also do the same.

HR and the Veils are good, but the rest of the snipers in HoW were god awful. I just hope they realize they're mistake.
