Is the an option to migrate from PS3 to PS4 down the road?
Edit: To clarify I am referring to the actual download of TTK. I do not want to have to re-buy it

You already can do that

You can do it. Just log in with the same psn on a ps4 and all your progress stays. I even go back to my ps3 once in a while

I know the progress transfer I was referring to the TTK addon.

Everything you do and have is tethered to your PlayStation account, not your PS3.
