I believe they stated in the stream that the ability to upgrade weapons like that is withheld to Year 2 Exotics/Legendaries, thus being the reason behind having those new versions of old Exotics available.
Your point on the staggered release is probably correct - thanks for that.
I also agree - this was a great reveal; I hope you don't think I was hating on it/whining.

It's all good man, just trying to help out. Not sure about the Year 2 Exotics, but that's my guess. As far as year 1 Exotics upgrading, I understand where you're coming from, and now I can say I'm just confused. It wasn't very clear the way they described it and since they only used a legendary as an example, we don't REALLY know yet... Good catch.
