I believe they stated in the stream that the ability to upgrade weapons like that is withheld to Year 2 Exotics/Legendaries, thus being the reason behind having those new versions of old Exotics available. Your point on the staggered release is probably correct - thanks for that. I also agree - this was a great reveal; I hope you don't think I was hating on it/whining.
