what happens 9/15 if we have 200 vg marks and 200 crucible marks on each guardian on 9/14?

All your marks will be converted into vanguard or crucible commendations which can then be exchanged for rep

All marks become commendations. When 2.0 hits, everyone will have 0 marks. But how many marks you have now will determine how many commendations you will have waiting for you. Commendations can be used to generate rep, which means, you may be able to have enough commendations to net you some legendary stuff right away.

I'd assume if you have 200/200, you'll get a VG package and a Crucible package for each character with a weapon, maybe a piece of armor, and some motes/strange coins. I'd assume if you had less than 150 marks, you might only get a piece of armor and motes/strange coins.

Yes 200 across all characters. But there is no LIMIT. You can use 200 and then get 200 more, on and on.

Not the way they said it. Marks are being converted to commendations you can dismantle for faction rep. They never said anything about waking up with 200 legendary marks.
