It is, watch the cosmodrome ride along, they flat out admit it's due to RAM on older consoles as the reason for some of the awkward space transitions.

Oh I have no doubt that old gen is limiting the game in some capacity. But when people say that things like increasing vault space or changing the UI is being limited by last gen? Bullshit.
