Nope. He specifically went back and said "legendary weapons" after he said "all weapons" and then said "legendary armor".

I feel like you could, but you could only get it as high as rates go, no better.

You can infuse legendaries with rares, but not rares with anything.

They said specifically that you can use a blue for infusion (aka getting rid of it), as long as it's higher attack level. No word on improving rares by infusion.
