Basically the game is keeping records on what you've obtained so you don't get more duplicates which is what they said near the computer. If you listen to them ramble before they go over to Hideo of New Monarchy, you'll hear it loud and clear. They also stated this in the Weekly Update about how they're making algorithms for when you get gear and loot, its not the same thing so you just dismantle it, better yet, you get more unique stuff and have a better chance for Revevant, the uber-cool shader from Dead Orbit.
