So will the shaders and emblems still be there even if we have dismantled them in the past?

I hope so. I've tried to keep one of every different thing I've found but have deleted a couple due to lack of space.

Yeah I've deleted a ton. I always leave one open slot on each character for whenever I get an engram or new shader

Maybe, we haven't got confirmation when the memory will start.
