When they hover over the weapon the perks aren't upgraded, it's a brand new weapon, also it makes sense, why would they let you buy and exotic previously owned for 2500 glimmer or whatever just to scrap it for exotic shards, you might get it you might not, we have to see, but I do know it's not upgraded when you buy it again
