I'm not sure but if your character(s) have the gear right now to reach lvl 34, then you will start TTK as a lvl 34.

I think so, in actual levels, everyone is only up to level 20, it boosts you to 25

Wrong, everyone over 20 will be at their current level. It is used to boost up a fresh character to an instant 25. They want people who just bought the game to be able to hang, it if you want to make a new character it speeds up the process
