Since legendary marks are replacing crucible and vanguard marks, can they raise the cap to 400 since we did have 200 of each?

No they won't. Instead there isn't a limit on how much you can earn like how both vanguard and crucible cap at a 100 per week.

They said in the stream they are not restricting how many you can earn per week if you need more do more activities

I believe they said your old marks would turn into commedations that you pick up from the postmaster and to burn when you need them. Something like that I thought.

it doesn't matter because there is an unlimited amount you can get. The cap is still 200 (meaning you can only hold that many at once) but you can immediately spend that and get more in the same week. You can get as many as you want.
