What they said is the damage of year one weapons remain the same. However the light level on gear from year one will impact your light level to some extent and thus your damage output.
So if you have all gear with 290 light your average is 290. However if you equip a year one exotic with 160 light that brings your average down to 271, assuming you have 4 main pieces of gear and the other 2 weapon slots equipped with 290 light items.
((6*290)+160)/7 = 271.42857....
Of course this is all assuming I understand the new system.

Will all exotics be able to have 290 light? Or only the ones that have the new skins/perks?

This is a great question that I wish was answered during the stream. In my humble opinion only the new exotics will be able to reach the new cap, thus causing the issue with your light level if you choose to use old weapons. Of course if you play mainly in the crucible your light level doesn't matter anyways until Iron Banner.

You're correct. Only the upgraded ones with new perks will be able to achieve maximum light level.
