Why the hell are exotic weapon abilities automatic? People who just get gally or thorn will just wreck everyone

Weapon tuning 2.0 stated that the gjallarhorns wolfpack rounds will have a reduced damage output and thorns DoT affect is being reduced but it is stackable to 3. Hope that helps!
