They said that legendaries will not scale to the newer high level content...
But they will scale when you do year 1 activities. So if you take that sweet sweet fatebringer into a crucible match, it will scale. And be relevant when you do VoG or CE when you're 40
But yes, the will be outdated... but who doesn't want to go back in at 40 (7 levels higher than crota on hard) and just decimate him with how the new light level will work.
