crucible and vanguard marks DO NOT transfer into legendary marks.
you have to earn legendary marks from scratch.
every 50 crucible/vanguard marks will turn into one commendation. if you have 200 crucible marks and 200 vanguard marks on each character than you will get 24 commendations (unless I suck at math).

What is a commendation? I thought they meant a package that gave you legendary marks

commendation is a consumable item that boosts your reputation. pro tip: make sure to get an allegiance with your preferred faction before using your commendations. That way you'll level up the faction and crucible/vanguard.
