Read the weekly update. The Q&A say that ghally is one that will stay at year one levels meaning it won't have year two levels which will be higher than year one
This also goes for exotic armor too...

Yeah I know the ghorn is gone forever. But what about the others? My precious mida multi tool?????? It seems pretty bizarre why they are doing this. In my opinion there isn't enough exotic gear as it is, so to leave some behind is daft. Also, I doubt they will introduce that many new pieces so we will be left with the same amount that we have now. Nice work bungie. Have they explained why they are leaving some things behind? Apologies for all the questions.

They can't figure out how to re-balance the game without taking away most of our exotic gear, which says a lot of about the 13 new pieces we're getting to replace the ones we're losing - they'll be under-powered and not worth equipping - kind of like how most exotics were last fall until they buffed all of them.

There will be others of course, but only time will tell us the rest that are left behind. They are adding 6 new exotic armor pieces to each class come the taken king is what I heard.
