One reason could be that if all exotics rolled forward with every major release it would eventually create issues. This game is supposed to have a 10 year plan. Think of how many exotics there would be by then if they rolled them all forward every time. No one is saying you can't still use the old exotics but there are going to be more effective weapons available with higher damage output and newer perks.
