If I received, and then deleted a shader prior to the release of TTK, will that shade be available for pickup from the kiosk?

Yes you will. They said any misc. items you have attained including shaders, emblems, sparrows, and ships will be able to retain by going to the kiosk by the speaker and grab them again. They did this so you don't have to waste vault space for the ones you like.
