How about this for a fix, all the old versions can level up but there can be the new versions too with the different buffs, say like you can have a year 1 version of a gun. Anyone who wasn't around for year 1 can't have that version and it can be semi unique, crappy example but you can use the white suros and people might wonder where you got it, technically unobtainable but the newer version is there
