I've had several games over the past month in which my team was winning the match or in which I was winning rumble to see everyone redbar in the match, then before the migration of hosts the current host then takes the lead or uses to secure heavy ammo.
The device theses players are using is Nettools 5. What it looks like when you get attacked by a UDP flooder is everyone goes red bar in the match-- in reality everyone went red bar but the host. This last several minutes until the game forces migration of the host to another player. In that time the host can kill players, stop players from being able to pick up ammo, stop doors from opening and make most players believe it is a netcode issue because it is happening to everyone in the match--or it appears to be...
In order for the player to flood you, they have to be host. At the beginning of the match they can force host.
Bungie needs to get more proactive in spotting this type of manipulation, ending it faster, then booting the player responsible.

If you have ever been in a match where the game freaked out, doors would not open and you could not pick up ammo that was available this vary likely could've happened to you. It is a nasty cheat and players that use it should have their console ban, not just a game ban.

Please note, I do not make the above statement lightly. I've connected wire shark and captured the data of this event happening. When the above cases were happening my console was being UDP flooded from the host.
