There will always be another Gjallarhorn, and another Thorn. This is the cycle of weapon development. And what Bungie terms as balanced will always come under scrutiny when it hits the community. Again, that's just the natural development lifecycle within a video game.
But we the players don't help matters. All those elitists out there going "you cant do X raid unless you have Y weapon". Why the -blam!- not? Do you think the first people to tackle the raid had Y weapon, and level 34? No they bloody didn't. What you want is an easy ride without a challenge, so you ask for everyone to have Gjallarhorn or IceBreaker because you cant be bothered to undergo the challenge that is the white knuckle raid as it was designed.
I've still yet to do any end game content, Skolas, Atheon, Crota. Why? Because I cant be arsed battling against the majority of elitists out there who wont let me run with them because my Gjallarhorn isn't upgraded. Honestly, if it was I'm the type of person that wouldn't bloody use it anyway just to argue a point.
Exotic weapons should always be awesome, beautiful and powerful. Whats the point of them being exotic if they aren't? What needs to change here is not the way in which Bungie develop a gun, or the way in which they nerf them, its the way in which the community adopt a stupid attitude because people don't have that gun.
I'm happy for a weapon, or a number of weapons to be classed the best weapons out there, weapon balance or not. I just wish the community would stop being so elitist about weapons, because that is what ruins the game, not what Bungie do.
Out with the old, in with the new. Bring on new weapons, I'll happily leave everything I've worked hard for over the last 12 months in the vault. Where's the challenge otherwise.
