Fast cool down means it can be pressed more often
Plus a good short range gun like universal remote or the last word and you are a killing machine all day.

No because all other shotguns beat the universal remote. Sounds good on paper but no. And by fast cool down I meant fast twitch which literally recharges our melee in 5 seconds
