Haha honestly you're probably right I wouldn't be surprised if that's how they do it. I just don't understand why they can't make all cool armor with all great perks

Well, I suspect they also ration out their cool ideas. I suspect they probably already have a few awesome exotic concepts in the value for future expansions, trying to divid them evenly with filler exotics. I suspect that is why fate of all fools was resecheduled from release (devs were mentioning its name a year ago) to the year 2 dlc.
