It will depend on:
It's base stats
The timer on the explosives
How often the Orbs trigger
In PvE it will probably be pretty good.

I think it might be good in PvE. Think smaller scorch cannon. In PvP you'll get killed using it. Not only charge up time to fire, but charge time for the explosive. So far, the armor is crap. The trend is not looking good at all...
