I'm hoping the Chaperone can be used as a kind of cqc sniper that can be equipped in the primary slot. A single slug sounds like a one hit headshot to me.

It's already been shown to be a secondary, in a gameplay a nightstalker was using it with a omolon DO scout rifle that looked sweet.

It has to be a one shot headshot, or at least a two shot headshot kill at medium to long range
